What Does a Mortgage Broker in Penrith Do?
A mortgage broker in Penrith compares lenders for you, works out which of them will approve the property you are buying, and runs the application through to settlement. You pay nothing for it. The lender pays us on settlement, and because a home loan is regulated consumer credit we are legally required to act in your best interests. The part most people underestimate is lender choice: houses, apartments and flood planning affected lots are assessed under different policies, and the wrong lender is usually discovered after you have exchanged.
Why that bites harder here than in most suburbs: Penrith is 2 markets under one name. Across the local government area 78.3% of dwellings are separate houses. Inside the suburb itself 43.4% are flats or apartments and 60.2% of households rent, on the ABS 2021 Census, and CoreLogic recorded 510 unit sales against 138 house sales in the 12 months to May 2026.
We have worked from Henry St since 2005. Start with home loans, or with pre-approval if you are close to bidding.

Penrith Market Snapshot
The Numbers That Change Your Finance
4 figures that explain why two people buying in the same suburb get two different lending conversations.
Nearly 4 apartments sold here for every house. So the single number people quote as the Penrith median is an average of two markets that lenders treat as different assets, and it is probably not measuring the one you are buying in. Across the wider Penrith local government area the picture inverts again: 78.3% of dwellings are separate houses and 39.4% of households are paying off a mortgage. A median is a market statistic for a period that has already closed. It is not a valuation, and it says nothing at all about what you can borrow.
Median values, sale counts and days on market: CoreLogic, published via Your Investment Property, 12 months to May 2026. Dwelling mix and tenure: ABS 2021 Census QuickStats for Penrith (NSW) and for Penrith local government area. All figures checked 2 September 2026 and reviewed quarterly. Market statistics for a closed period, not valuations and not a forecast.

Why Local Matters Here
4 Things That Change a Valuation on a Penrith Property
Much of the Penrith and Emu Plains area sits on the Hawkesbury-Nepean floodplain, and the line that matters to a lender is not the flood map itself. It is the flood planning level, which Penrith Development Control Plan 2014 sets at the 1% AEP flood level plus 0.5m of freeboard. Two houses on the same street can sit on either side of that line, and the one below it carries different build rules, a different valuation and a different conversation with a lender.
The Flood Planning Level Runs Through Streets, Not Suburbs
Penrith DCP 2014 requires habitable room floors in a new single dwelling to sit at least 0.5m above the 1% AEP flood level. Where your lot sits against that level decides what can be built on it, so it decides what a valuer can assume about it. Postcode-level knowledge does not reach this. A planning certificate for the specific lot does.
Council Will Not Consent in a Floodway or High Hazard Area
The DCP states plainly that Council will not grant consent to new development in floodways or in high hazard areas. If your plan involves a knockdown-rebuild, a second dwelling or a substantial extension, that turns an assumption into a question worth answering before you exchange. A construction loan is written against approved plans, never against intended ones.
A Flood Study Costs You Time Before It Costs You Money
Where one is required, the DCP asks for a comprehensive flood study taking in a survey of the main watercourse, a survey of the site, and a detailed flood and drainage investigation. That work sits in front of the development application, which sits in front of your first progress draw. Build it into the timeline at the start and it is an inconvenience. Discover it later and it is a holding cost.
Flood Compatible Materials Are a Line in the Build Contract
Any portion of a building subject to inundation has to be built from flood compatible materials. A construction lender assesses the fixed-price building contract, so anything the contract leaves out becomes your cash rather than the lender’s. We would rather see the contract before it is signed than explain the shortfall afterwards.
The NSW SES names Penrith, Penrith Lakes, Castlereagh, Cranebrook, Emu Heights, Emu Plains, Jamisontown, Leonay, Mulgoa, Regentville and Thornton Estate as localities on the Hawkesbury-Nepean floodplain. Being on that list is not a reason to walk away from a property, and plenty of these lots finance normally. It is a reason to get the planning certificate from Penrith City Council first and let us match the lender to what it actually says.
Side-by-Side
Broker or Straight to Your Bank?
Sometimes the bank is the right answer. Here is where it is not.
| What you get | Intellect Finance (broker) | Direct with your bank |
|---|---|---|
| Lenders compared | 100+ | 1 |
| Best Interests Duty applies | Yes | No |
| Knowledge of the local house and apartment split | Specialist | Postcode-level |
| Apartment and flood planning checks before lodging | Yes | Their policy only |
| If the valuation comes back short | Challenge it, or move the file | Their valuer stands |
| If the property falls outside policy | Another lender is tried | The answer is no |
| Meeting in person | Henry St office, or we come to you | Branch |
| Cost to you | No fee* | No fee |
If your own bank already holds the loan on this property, ring them first. An existing lender with a current valuation on file can often do a top-up or a rate review without sending anyone back out. That is faster and cheaper than anything we can arrange, and it involves us not at all.
Where a broker earns the introduction is the property, not the rate. If you are buying an apartment, or a lot that is flood planning affected, or you are building, the difference between lenders is not a few points of interest. It is whether the loan happens at the size you need. We compare over 100 lenders and find the one that fits your situation, and if that turns out to be the bank you are already with, we will tell you so.
*Brokers receive commissions from lenders on settlement, disclosed in our Credit Guide before any credit assistance. Intellect Finance charges borrowers no fee and no clawback fee. ACL 390611.

St Clair brokersCaddens

102 house sales at a $1,096,500 median, 12 days on market, and 17.90% growth over the period, the strongest in this list. Entry-level buyers competing on speed.
Cambridge Park brokersSt Marys
127 house sales and 17 days on market. Sources disagree materially on the median here, so we publish neither. The town centre planning changes took effect in February 2026 and the metro interchange is the reason.
Orchard Hills
14 house sales in 12 months, so there is no meaningful median at all. Acreage lending, where the land policy of the lender matters more than the rate.
Jordan Springs
186 house sales at a $1,100,000 median. A young, mortgage-heavy estate where construction loans and progress draws are the normal conversation rather than the exception.
Median house values, sale counts, days on market and 12-month growth: CoreLogic, published via Your Investment Property, 12 months to May 2026, checked 2 September 2026 and reviewed quarterly. Market statistics for a closed period. They are not valuations, not current prices and not a forecast. Suburbs without a link are areas we cover from the Penrith office and do not yet have their own page.
Building rather than buying? That usually means a construction loan or a land loan first. Sitting on equity already? A refinance is often the cheaper route than a new purchase loan.
The Local Edge
Why a Local Broker Matters Here
4 things a call centre cannot do from another postcode.
Two Markets, One Name
Houses and apartments sell here in very different volumes and are financed under very different policies. We work out which one you are actually in, and which lenders are comfortable with it, before anything is lodged.
A Specialist on the File
Moufid heads residential lending and works this area daily. He knows which lenders are currently comfortable with apartments, with flood planning affected land and with construction here, and he checks it before lodging rather than after.
Legally On Your Side
A home loan is regulated consumer credit, so Best Interests Duty applies to us and we must put your interests ahead of our own. A bank branch has no equivalent obligation to you.
An Office You Can Walk Into
Suite 2/86 Henry St, Penrith, staffed Monday to Friday. We also come to you at home or at work, including evenings. Your file does not get handed to whoever answers the phone next time.
The Process
How It Works From Here
4 steps. The first is free and takes about 15 minutes.
Tell Us What You Are Looking At
Before you offer if possible. The listing or the address, your income and your deposit. No documents and no credit check. You finish the call knowing your range and which lenders suit that particular property.
Only the Documents That Are Needed
We confirm what your chosen lender actually wants before you go chasing any of it.
- Payslips or business financials
- Identification
- Bank and loan statements
- Contract of sale, and the planning certificate where the lot is flood planning affected
Valuation Then Approval
We select the lender whose policy fits the property, manage the valuation, and if it comes back low we either challenge it or move the file rather than letting the deal die quietly.
Settlement and the Review 2 Years Later
We coordinate with your conveyancer through to settlement and stay your broker afterwards. The rate you settle on is not the one you should still be paying in 3 years, and we will be the ones to raise it.
Timeframes depend on the lender, the valuer and the conveyancing, and are not guaranteed. Approval, borrowing capacity and valuations are decided by lenders and independent valuers, not by us.
No Obligation
Send Us the Listing
Or the address of the place you already own, and roughly what you are trying to do. We will come back with an honest read on your range and which lenders are likely to be comfortable with that property. No sales call, and nothing goes to a lender until you say so.

Penrith Mortgage Broker FAQs
What people ask before they pick up the phone.
How much can I borrow to buy in Penrith?
It depends on your income, expenses, existing debts and deposit, and then on what you are buying. Penrith is two markets under one name: across the local government area 78.3% of dwellings are separate houses, while inside the suburb itself 43.4% are flats or apartments, on the ABS 2021 Census. Lenders apply different policies to each, and those policies are not published. A 15 minute call gives you your range and the lenders that suit the property, before you offer rather than after.
Is an apartment in Penrith harder to finance than a house?
Sometimes, and it depends on the building rather than on the suburb. Lenders set their own rules for apartments: minimum internal floor area, how many loans they already hold in one complex, and how they treat buildings with a known defect history. Those rules are not published, they differ between lenders and they change without notice, so nothing here says a particular lender treats a particular building a particular way. Send us the listing before you offer and we will check it.
My Penrith property is in a flood planning area. Can I still get a loan?
Usually yes. The mapping affects the property and what can be built on it, not your eligibility as a borrower. Penrith Development Control Plan 2014 sets the flood planning level at the 1% AEP flood level plus 0.5m freeboard, and requires habitable floors in new single dwellings to sit at least 0.5m above the 1% AEP level. Council will not grant consent to new development in floodways or high hazard areas. Get the planning certificate from Penrith City Council for that specific lot, then we match the lender to what it says.
What stamp duty will I pay on a Penrith property?
It depends on the price and on whether you are buying as an owner-occupier or an investor. Eligible first home buyers pay no transfer duty on new and existing homes at or below $800,000, and a concessional rate above $800,000 and below $1,000,000. Vacant land is exempt at or below $350,000 and concessional under $450,000. Those Revenue NSW thresholds have applied since 1 July 2023. Locally that matters: CoreLogic put the Penrith median house value at $1,110,500 and the median unit value at $620,000 for the 12 months to May 2026, so units often sit inside the exemption where houses do not. Check revenue.nsw.gov.au and have your conveyancer confirm. We do not provide tax or legal advice.
Can I use the Australian Government 5% Deposit Scheme in Penrith?
The scheme’s property price cap for New South Wales capital city and regional centre areas is $1,500,000, and Penrith sits inside that area. On CoreLogic figures for the 12 months to May 2026 that cap is above both the median house value here and the median unit value, so the cap is rarely the binding constraint. Eligibility criteria are set by the Australian Government rather than by us or by any lender: check the current position at firsthomebuyers.gov.au and we will tell you which participating lenders suit your situation.
Do I have to come into your Penrith office?
No. Our head office is Suite 2/86 Henry St, Penrith, staffed Monday to Friday from 9am to 5pm, and you are welcome to come to us. We also meet clients at home or at their workplace, including evenings, and most of an application runs by phone, email and video whichever way the first conversation happened. Our Parramatta and Sydney CBD offices are available by appointment.
How long does a home loan take to approve in Penrith?
It depends on the lender, the valuer and your conveyancing, and no broker can guarantee a timeframe. What can be controlled is the order things happen in: we confirm which lenders suit the property before anything is lodged, we tell you which documents that particular lender actually wants instead of sending you off to collect everything, and we manage the valuation. Where it comes back short we challenge it or move the file, rather than letting the application die quietly.
How much does a mortgage broker in Penrith cost?
Nothing. Intellect Finance does not charge borrowers a fee for the comparison, the structuring or the application, on any loan type, and does not charge a clawback fee if you discharge early. Lenders pay a commission on settlement, disclosed to you in writing in our Credit Guide before any work begins. ACL 390611.
Should I get pre-approval before I bid on a Penrith property?
If you are buying rather than refinancing, yes. On CoreLogic figures for the 12 months to May 2026, houses nearby sold at averages of 10 days on market in St Clair, 11 in Cranebrook and 12 in Cambridge Park. That is not a market that waits while you arrange finance. Pre-approval is also where the property questions get answered, such as an apartment building a lender is cautious about or a lot that is flood planning affected. It is not a guarantee of final approval: the lender still values the property and verifies your position at the time.

General information only. The content on this page is general in nature and does not take into account your objectives, financial situation or needs. It is not credit assistance, financial advice, legal advice or tax advice, and it is not an offer of credit. Consider whether it is appropriate for you and seek your own advice before acting on it.
Nothing here is a guarantee of approval. Loan approval, borrowing capacity, interest rates, loan to value ratios, valuations and eligibility are determined by individual lenders and by independent valuers, not by us. They differ between lenders and change over time. Any figure or timeframe on this page is indicative and is not a quote, an offer, or a prediction of your outcome.
Lender policy on apartments and on flood planning affected land. Statements on this page about apartment policy, minimum internal floor area, exposure limits within a single building, and the treatment of flood planning affected land describe ordinary lending practice as we encounter it across our panel. Those policies are set by individual lenders, are generally not published, differ between them and change without notice. Nothing here asserts that any particular lender applies any particular policy to any particular building, lot, street or postcode.
Best Interests Duty. A home loan for a property you will live in, and credit for the purchase or improvement of a residential investment property, are regulated consumer credit under the National Consumer Credit Protection Act 2009. When providing credit assistance in relation to these products, Intellect Finance is required to act in your best interests and, where there is a conflict of interest, to give priority to your interests. These obligations have applied to mortgage brokers since 1 January 2021, and are set out in ASIC Regulatory Guide 273.
How we are paid. Intellect Finance does not charge borrowers a fee for arranging finance, and does not charge a clawback fee where a loan is discharged early. Lenders pay us a commission on settlement. The basis of that commission is disclosed to you in writing in our Credit Guide before any credit assistance is provided.
Planning, flooding and property information. The flood planning controls described on this page are published by Penrith City Council and apply in the Penrith local government area. They change, and they apply lot by lot rather than suburb by suburb. We are not planners, valuers, surveyors or insurance brokers. Obtain a planning certificate from Penrith City Council for any specific property, and seek your own professional advice, before you exchange contracts.
Government schemes and duty. Eligibility, property price caps and transfer duty thresholds are set by the Australian Government and by Revenue NSW, not by us, and they change. Confirm the current position with the issuing authority. We do not provide tax or legal advice.

Property market figures. Median house and unit values, sale counts, days on market and 12-month growth for Penrith and the surrounding suburbs are CoreLogic figures for the 12 months to May 2026, published via Your Investment Property. They are market statistics for a period that has already closed. They are not valuations, not current prices, not a forecast, and not an indication of what any lender will lend against a specific property. Property values can fall as well as rise.
Why no median is published for St Marys or Orchard Hills. For St Marys, two credible sources differ materially on the median, so we publish neither and give the sale count instead. For Orchard Hills, 14 house sales were recorded in the period, and a median computed on that volume describes the sample rather than the market.
Population, dwelling mix and tenure. From the ABS 2021 Census QuickStats profile for Penrith (NSW) and the profile for Penrith local government area, which is the most recent Census released. The 2026 Census was taken on 11 August 2026 and its first release is June 2027. Those figures describe the position in August 2021 and not today.
Flood planning controls. The flood planning level, the 0.5m freeboard, the floor level requirement for new single dwellings, the flood study requirement, the flood compatible materials requirement, and the position that Council will not grant consent to new development in floodways or high hazard areas, are all from Penrith Development Control Plan 2014, Chapter C3 Water Management. Controls change and apply lot by lot.
Floodplain localities. The named localities are those listed by the NSW State Emergency Service for the Penrith and Emu Plains area, in a document dated March 2022 and compiled on information current in August 2021. Being named is not a statement about any individual property.
Housing target. The figure of 8,400 completed new homes by 2029 is Penrith Council’s housing target as published by the NSW Department of Planning, Housing and Infrastructure, updated 27 July 2026. It is a target, not a forecast of supply or of prices.
